To ensure the effective implementation of the Law on Vocational Education and Training adopted in 2024, an expert discussion dedicated to the development and modernisation of sub-legislative acts in the VET sector took place on October 28-30 at the office of the German International Cooperation Agency (GIZ). The discussion was held as part of the GIZ Private Sector Development and Vocational Education and Training in Armenia (PSDVET) project.
During the three-day meetings, the participants addressed a number of issues related to the development of regulations essential for the VET sector, specifically:
- the regulation on the organisation of the state final examination, resit and formation of the state qualification commission;
- the mechanisms for the recognition of non-formal learning outcomes.
ANQA also took part in the discussion, highlighting the final attestation process should assess both the full set of academic programme (AP) outcomes and the students’ professional thinking. ANQA’s representatives emphasised that the assessment should consider the employer perspective, ensuring a mechanism that closely mirrors the real-world work environment.
Michael Dörr, an expert invited from Germany, shared the international practice of summative assessment and methods for their localisation in Armenia's roadmaps under development.
The discussion outcomes will serve as a basis for the revision of legal acts in the VET sector and the creation of new regulations, supporting the enhancement of the vocational education quality and effective sector management.
